Abstract
In , the Florida panhandle faced two disasters: Hurricane Elsa and the COVID pandemic. Each county has different ways of dealing with natural disasters and public health emergencies, weather they enforce evacuation, establish shelters, or provide resources. The way people react to disasters depends on their circumstances and what their county provides for them. This project uses surveys and Census data to find correlations between people&#;s living circumstances and perceptions of COVID and their reactions to Hurricane Elsa.
